MANDATE:

  1. To acts as the Presiding Officer of the Sanggunian Bayan and sign all warrants drawn on the Municipal Treasury for all expenditures appropriated for the operatioin of the sangguniang bayan.
  2. Subject to civil service law, rules and regulations, appoint all officials and employees of the sangguniang bayan except those whose manner of appointment is specifically provided in this code.
  3. Assume the office of the Municipal Mayor for the unexpired term of the latter in the event of permanent vacancy as providfed for in Section 44, Bok I of the Local Government Code.
  4. Exercise the powers and perform the duties and functions of the Municipal Mayor in cases of temporary vacancy as provided for in Section 44, Book I of the Local Government Code.
  5. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

MANDATE:

  1. Generate and maximize the use of resources for the development of plans, programs, objectives and priorities of the municipality as provided for under Section 18 of the Local Government Code with the particular attention to industrial and country growth and programs.
  2. Subject to the provisions of Book II of the Code, enact ordinances authorizing the issuance of permits and licenses and tax ordinances levying taxes, fees and charges upon such coordination and for such purpose.
  3. Regulate activities relative to the use of lance, building and structures within the municipality.
  4. Enact ordinances and pass resolutions necessary for an efficient and effective municipal government.

MANDATE:

  1. Take charge of the office of the Secretary to the Sangguaniang Bayan
  2. Provide administrative and secretariat support to the Office of the SB and Office of the Municipal Mayor.
  3. Take custody of the SB archives.

VISION:

An office fully equipped with modern technologies and innovations to be manned by human resources with expertise and adequate knowledge fully supporting the Sangguaniang Bayan in making relevant legislation for a progressive Santol.

MISSION:

To be a responsible secretariat to the Sangguaniang Bayan giving the members thereof all the needed technical and administrative assistance and support in their functions of making relevant legislations for the municipality and its people.

ORGANIZATIONAL OUTCOME:

  1. Provide effective and efficient administrative and secretariat support the the SB and the Office of the Municipal Vice Mayor.
  2. Built a competent technical and legislative staff equipped with expertise and adequate knowledge on the art of legislation and policy science and research.
  3. Established mechanism to ensure the safety and protection of public documents or records of public interest.
  4. Acted as Research arm/technical staff of the SB in the preparation of relevant and viable legislative measures.

FUNCTIONAL STATEMENT:

  1. Attend meeting of the Sangguniang and keep a journal of its proceedings;
  2. Keep the seal of the LGU and affix the same with her signature to all ordinances, resolutions and other official acts of the Sanggunian and present the same to the Presiding Officer for her signature;
  3. Forward ordinances and resolutions to the Mayor for approval;
  4. Transmit to the SB copies of duly approved ordinances;
  5. Furnish, upon request of any interested party, certified copies of records of public character in her custody, upon payment to the Municipal Treasurer or such fees as may be prescribed by ordinance;
  6. Record in a book kept for the purpose, all ordinances and Resolutions enacted or adopted by the Sanggunian, with the dates and passage and publications thereof; keep her office and all non-confidential records therein open to the public during the usual business hours.
  7. Translate into the dialect used by a majority of the inhabitants all ordinances and resolutions immediately after their approval, and cause the publication thereof, together with the original version in the manner provided in Rule XVII of the Rules;
  8. Take custody of the local archives and the local library and annually account for the same; and
  9. Exercise such other powers and perform such other Duties/Functions as may be prescribed by law of ordinance relative to her position.
